They are crazy, when your told to send money when you Win.  Its a scam,  its not suppose to be that way.  When you win, they send you your winnings first .  And then you pay the fee or whatever.  That's why whenever I get things like this I research it first,  and then I throw it away.  I just want to see what other people reported it.
