calls come from "card services" several times a day/when I'm at work, late at night, etc. they hang up when they determine I am "wasting their time". They are using up my cell phone minutes. I thought there were regulations prohibiting "robo" calls.

You are "wasting their time" if you won't fall for their scam and give them your credit card number so they can steal you blind.
File complaints with FTC.
They sued one of these a couple months ago, and they are building a case against this one.
