They, of course, never leave a message (since they don't know a name because they're Pfishing), & will continue changing & attempting to get someone to give them info that they can use on their next call.

    So far we have:
    223-051-6100
    223-051-6400
    223-051-6600
    223-051-6700
    223-051-6800

All with 223 not a legitimate area code.  And no one would really have all 1000 of the 6xxx numbers in a block.

Conclusion:  spoofed phoney caller id, probably all by the same party.

File complaints with FTC and FCC for TSR and autodialer rule violations.

You might have to reel them in (answer and lead them on) to find out who they are.

Claim that it is a debt collector, NCO.

    https://whocallsme.com/Phone-Number.aspx/2230516400

    "pissed again - 23 Sep 2007

It's NCO Financial Services trying to collect on a debt I didn't know I had.

    Caller ID: 223 051 6400
    Caller: NCO Financial Serivce"

    ---------------------------------------------------

Claim that it is Chase call center in India.  Might still be a debt collector acting for Chase.

    "MBX400 - 5 Oct 2007

this is a number that chase bank uses for their call center in india. the people are [***] and i only know this after they called me constantly to try and get a payment that they already had."

They may be rotating spoofed caller id numbers to get around phone company phone number blocking services.

Area code 223 does not appear to be legitimate, but calls showing this show up in telemarketer lists:
    http://litigiousconsumer.com/telemarketers-wont-stop-calling/

    https://800notes.com/Phone.aspx/1-223-991-5700
Direct TV telemarketer, and this guy was getting consumers calling back on his cell phone, since his number was 223-9915.  The fact that this went thru, ignoring the last 3 numbers, shows that 223 is NOT a legitimate area code.
    "Rating: 0 Unfortunate Soul - 2 Oct 2007
Talk about annoying - only for me it is in reverse...my cell phone number is 223-9915.  I kept getting messages and calls saying that "someone" had called, or they found this number on their caller ID.  It has happened so often that I have turned off my cell.  My cell phone company, US Cellular, told me that it was impossible for calls to be made without my phone and suggested that someone else has been using my phone to make calls.  Now I understand what is happening.  I spoke with a few of the individuals calling me and they told me what number appeared on their caller ID.  I googled it and found this...I guess I'm going to go to change my number!  Yep, annoying alright!"

223-987-2400 and 223-987-2500 appear to be Chase marketing or collection calls from India.

    http://whocalled.us/lookup/2239872500
    "SLB
I called Chase after receiving a call from (223) 987-2500 and they confirmed that they do have a branch in India and it is probably a marketing call from their branch. They call to offer you special services. I asked the Customer Service Rep to STOP calling me. I advise calling your Chase Customer Service Rep and doing the same. Hopefully, I won't hear from these two numbers again. If I do, I will contact this bulletin board again. Thanks for being here and helping me with my questions."

Another annoyed consumer getting other people's attempts to call back to a "223" number.

    "Joel
I have a number that starts 315-223-9XXX, I get a dozon irrate people calling me asking why i called them a day. Its not me calling you, its some [***] with an autodailer, dont be offended if i tell you off becuase you are the 15th person to call me today...."

223-053-1000  Appears to be another Indian telemarketing call center.

    "Rating: 0 Rokky - 23 Apr 2007
Have been ignoring calls from this # for a while. The caller calls my corporate cell phone, and does not identify itself. When I finally answered a man with a strong indian accent said he is calling with offers from Time Warner Cable. I asked him immediately to remove my number from their database. He said he will. I did not call TWC yet, but I wonder if it was really them. or someone is just phishing for information.

    Caller: Time Warner Cable
    Caller Type: Telemarketer"

Various other 223 number calls reported, apparently just repeated hang up calls.

Conclusion:  "223" is NOT a legitimate U.S. area code, but caller id numbers starting with 223 are being used by India-based telemarketing or debt collection call centers.

Second conclusion:   There is some evidence that NCO, possibly calling on behalf of Chase, may be spoofing and rotating caller id numbers starting with "223", possibly to get past call blocking services.

The [***] call me 4 different times per week on my conpany cell phone. I use them for stress relief and hammer the ever loving-hell out of the Indian [***] on the other end...... Might do no good, but it helps me and historically, Cowboys are really good at killing Indians.

223-051-6600 is latest "spoofed number" to call today.  Number from 703 area code from yesterday was also a well-known spoofed number.  Have reported numbers to the do not call website.  I would be nice to increase penalties and fines to all who use spoof phone numbers.

I've been getting a call from 223-987-5200, trying to figure out who it is (I won't answer my cell if I don't have the person in my contacts list, if you aren't in it you shouldn't be calling me). I do have a chase account, but if this is really them, I gave them my home phone, not my cell. How are they getting the number? Also, if it is telemarketers, aren't they worried about getting fined? (Telemarketing is illegal in AZ, which is where I live.)

    I got the same problem
A man with an Indian accent stated that he wanted to speak with my sister who no longer lives here.  I took a message for her.  He said to have her call him back at 866-506-2667 and use ID# 828910.  He said that she should ask to speak to Mr. Mayur (he spelled it for me) at ext. 52259.  I didn't anwser the phone the first two times that he called because I did not recognize the number.  I anwsered it the third time because I was annoyed with the repetive calling.  He called earlier this week (I recognized the voice) but did not leave a message at that time.  He states that the call is being monitored for quality control.  I asked him what the call was in reference to and which business he was with so I could tell my sister but stated that he couldn't tell me because it was business related.  I do not want to recieve call from this number but I don't believe that he will stop.  Caller ID shows a number of 223-051-6100

    Why so early.
Got a call from 223-051-6100 at 6:19am. Lucky I was up and on my way to work. Didn't know the number so I didn't answer it.

    They're coming!!!
Got one from 223-051-6600 at about 7:15 pm PST and didn't answer. I decided to look up the area code on line and it now causes conspiracy paranoia because all of the info and posts concerning these numbers. What does it all mean? Who are they? Are we the chosen ones?

Got a call from the same area code, same number: 223-051-6800.  They claimed to be a bill collector from Sprint.  The name of the bill collector is one that Sprint uses, but this wasn't them.  Their number for Sprint that they gave me was bogus, as was the callback number they gave me.

Fortunately, I didn't give them any personal information.  Instead, I just yelled at the lady.  I called the FBI, and they agreed that it sounds like a phishing scam.

    A Person in the US
According to my caller id, this company has called from 1-223-051-6700 and 1-223-251-6800.  As previous comments indicate, this is a number for outside of the USA from the country of Mali.  Over the past month, this number called here repeatedly and they wouldn't leave a message on the machine.  When I'd pick up the phone, no one would reply -- just silence on their end of the line.  After about a month of these repeated calls with no one on the other end of the line, this pattern grew annoying.  Finally today when I answered, a person was actually on the line!  Although I won't give his name here, his name sounded Indian and I believe I was speaking with a call center representative who was phoning from  outside of the USA.  He said he was calling about an alleged debt of less than $100 which he claimed I allegedly owe to SPRINT.  I don't recall even having had an account with SPRINT; I believe they are mistaken.  I asked him when this alleged debt was from; he claimed it was from years ago.  Although this representative was somewhat polite with me intially, he seemed to want to engage in debate, especially after I informed him to not telephone anymore.  This debating tactic became more pronounced after I told him I'm mailing a cease and desist through certified mail.  In addition to the C&D, I will follow up by sending appropriate proof of validation correspondence.  It makes no sense whatsoever to engage in any further telephone discussion with any collection agency concering what I believe is likely an erroneous and presently unsubstantiated claim.    I politely ended the call by saying "thank you" and "I'm ending the call now" as I hung up the telephone.
    Here's the info. he provided:
    Harvard Collection Services (for Sprint)
    4839 N. Elston Ave, Chicago IL 60630
    website: www.harvardcollect.com
telephone 1-866-355-7328 (he gave me an extension which I won't publish here)
according to the Harvard Collection Website, their US phone is: (773)283-7500 and their fax is: (773)283-5086

Strange language, sounded like young girls talking pig latin and one gigles just before hanging up. Real Idiots. If this is and attempt from any collection agencies they are really reaching deep with the stupid tricks. I'm sure Mayor banks hire these jerks just to make harrasing calls one after the other. That is their purpose.
    Caller ID: 223-051-6800

In the past 2 days I've received 16 calls from this number. I have not answered because it is an international number. They do not leave a message, if it was so important they should have the common sense to do that. After Googling it I've seen that it is most likely a scam. I am so mad!! I'm on the do not call list and have a cell, and yet they still call me! >:(

Add 4800 now.  May in my case be NCO since I'm dealing with them on an actual debt which I haven't and won't be paying anytime soon.

Although I got one at home too which they shouldn't have called as I sent a letter indicating not to do such.  I shall have to note if it continues.

Now they are calling from an 1-223-33xx-xxxx to Europe, also! The connection was ended the moment I picked up. My caller list tells me that wasn't the first time they called... we'll see how it develops...
