They, of course, never leave a message (since they don't know a name because they're Pfishing), & will continue changing & attempting to get someone to give them info that they can use on their next call.

So far we have:
223-051-6100
223-051-6400
223-051-6600
223-051-6700
223-051-6800
All with 223 not a legitimate area code. And no one would really have all 1000 of the 6xxx numbers in a block.
Conclusion: spoofed phoney caller id, probably all by the same party.
File complaints with FTC and FCC for TSR and autodialer rule violations.
You might have to reel them in (answer and lead them on) to find out who they are.

It's NCO Financial Services trying to collect on a debt I didn't know I had.
Caller ID: 223 051 6400
Caller: NCO Financial Serivce"

Claim that it is Chase call center in India. Might still be a debt collector acting for Chase.

They may be rotating spoofed caller id numbers to get around phone company phone number blocking services.

Direct TV telemarketer, and this guy was getting consumers calling back on his cell phone, since his number was 223-9915. The fact that this went thru, ignoring the last 3 numbers, shows that 223 is NOT a legitimate area code.

Talk about annoying - only for me it is in reverse...my cell phone number is 223-9915. I kept getting messages and calls saying that "someone" had called, or they found this number on their caller ID. It has happened so often that I have turned off my cell. My cell phone company, US Cellular, told me that it was impossible for calls to be made without my phone and suggested that someone else has been using my phone to make calls. Now I understand what is happening. I spoke with a few of the individuals calling me and they told me what number appeared on their caller ID. I googled it and found this...I guess I'm going to go to change my number! Yep, annoying alright!"
223-987-2400 and 223-987-2500 appear to be Chase marketing or collection calls from India.

I called Chase after receiving a call from (223) 987-2500 and they confirmed that they do have a branch in India and it is probably a marketing call from their branch. They call to offer you special services. I asked the Customer Service Rep to STOP calling me. I advise calling your Chase Customer Service Rep and doing the same. Hopefully, I won't hear from these two numbers again. If I do, I will contact this bulletin board again. Thanks for being here and helping me with my questions."
Another annoyed consumer getting other people's attempts to call back to a "223" number.
"Joel
I have a number that starts 315-223-9XXX, I get a dozon irrate people calling me asking why i called them a day. Its not me calling you, its some [***] with an autodailer, dont be offended if i tell you off becuase you are the 15th person to call me today...."
223-053-1000 Appears to be another Indian telemarketing call center.

Have been ignoring calls from this # for a while. The caller calls my corporate cell phone, and does not identify itself. When I finally answered a man with a strong indian accent said he is calling with offers from Time Warner Cable. I asked him immediately to remove my number from their database. He said he will. I did not call TWC yet, but I wonder if it was really them. or someone is just phishing for information.
Caller: Time Warner Cable
Caller Type: Telemarketer"
Various other 223 number calls reported, apparently just repeated hang up calls.
Conclusion: "223" is NOT a legitimate U.S. area code, but caller id numbers starting with 223 are being used by India-based telemarketing or debt collection call centers.

Fortunately, I didn't give them any personal information. Instead, I just yelled at the lady. I called the FBI, and they agreed that it sounds like a phishing scam.
Here's the info. he provided:
Harvard Collection Services (for Sprint)
4839 N. Elston Ave, Chicago IL 60630
website: www.harvardcollect.com
telephone 1-866-355-7328 (he gave me an extension which I won't publish here)
according to the Harvard Collection Website, their US phone is: (773)283-7500 and their fax is: (773)283-5086
Strange language, sounded like young girls talking pig latin and one gigles just before hanging up. Real Idiots. If this is and attempt from any collection agencies they are really reaching deep with the stupid tricks. I'm sure Mayor banks hire these jerks just to make harrasing calls one after the other. That is their purpose.
Caller ID: 223-051-6800
Caller: Unknown
Although I got one at home too which they shouldn't have called as I sent a letter indicating not to do such. I shall have to note if it continues.
is the number used from Skype or some other netork that allows free calls?
