If they have had to continually change their numbers, or just spoof caller id with false or non-working numbers, they must be having problems with people calling them back and tying up their lines.

The robocalls are made to sift through and find likely victims to hand off to "closers".
They have to improve the odds to make it pay, or they wouldn't be making them.
The robocalls cost them virtually nothing, but tie up their people, and they can't swindle someone else.

They are calling and harassing many more people than they have closers, so if even a fraction of those who got harassed, harassed back, they would choke on the wasted time.

Act like a "mark", use an alias, pretend you have a bunch of CC debt ($10k gets them interested), and ask lots of dumb questions about what they will do.

Waste more of their people time than they are wasting of yours.

Unfortunately, there are still tons of similar phone scams out there…There is an iPhone app recently released, called Scam Detector, which exposes over 500 of the most notorious scams. It is worth checking it out, if you have an iPhone. The app is also online, if interested: www.scam-detector.com. Kinda cool, actually.
