fraud transaction by debit card

Fraud transactions of Rs.7000 was done on my debit card no ############1816 on 10/03/2018 by fraud firm Google Octro Inc.. As SBI card was with me, I was surprised how the transaction was made without OTP /card. Immediately credit card was blocked and the same was communicated to customer care by phone/SMS/Email. As per their directions, transaction dispute form was duly filled and sent to charge card on 11.03.2018 for reversal of fraud transaction made by the above-said fraud agency.

I can see many such cases here then how come the SBI Team did not block any transaction from Google Octro Inc. Or at least when they see so many people complaining about the Fraud then they should have called the customer before authorizing the amount.
