I would like to place a complaint against Global reach. They have been calling my cell phone number, which I may add, has been placed on the "do not call List"

It is illegal for telemarketers to call cell phones regardless of whether they are on the Do Not Call list. In addition, these jerks are obviously NOT scrubbing their call lists against the Do Not Call list, which itself is a violation of the law.
In fact, one of the complaints when FTC sues telemarketers is that they are not purchasing the list for the area codes they are calling, which is easy to prove, so they could not possibly be just making an occasional innocent mistake.
