Unexpected charge as subsserv_fulltrack iplay

Dear,
I've Airtel data card. in my 1st month there was a charge for value added charges. When I spoke to the Airtel CSR they said charge is for value added services. I didn't worry on this as it was a small amount. Then told them I don't want any other value added services from now.
Last week I got my 2nd bill. This bill has Rs 140 as value added services i.e for subsserv_fulltrack. I have already told deactivate any value added services still I'm getting the bill. For my knowledge we have not used this service.
I called CSR 25th Jan 2013. They told our system is down we are not able to see billing details , we will arrange a call back in 4 hours. So far I've not received any call back its 36 hours. Even I sent an email. No response so far.
