Federal Loyalty Grant

I just received a phone call from an unknown number, from someone who has a difficult time with the English language.  I honestly did not understand every word he said and kept asking him to repeat himself.  He got feed up and said "oh brother".  It had something to do with me being selected to receive a Federal Loyalty Grant.  I was suppose to call back and speak to someone else on another number.  I fail to obtain the number since he got frustrated with me asking him to repeat himself.  I just "oh brothered" him back and hung up.
Sounds like a scam.
