Is this considered harassment?

I have a friend who is getting telemarketing calls on her cell phone every day from several numbers, but this one in Arizona, 602-889-6740 is calling her several times per day, sometimes at almost ten o'clock at night. I answered one of the calls recently from this company and the man said that my friend had requested some information, which she had not. I thought that hanging up on him would get the guy to quit calling, but he called back several minutes later and my friend didn't answer. My question for those reading this message is if this would be considered harassment, because the company is calling every day several times. There are several other numbers, including 305-424-4776 that has called her on several ocassions. My friend said that the telemarketing calls are getting so bad that she is going to switch her cell phone number when her contract expires.

As for your question, you need to ask explicitly to "Put your phone number on their Do Not Call list". Hanging up and asking to stop calling does not work.

When they next call, tell them you didn't request their call, and demand they stop calling. Keep notes of the date and time of all calls, and that you told them to stop calling. Since this is a cell phone, print out a list of calls showing when they called.
Send a letter, certified return receipt requested, to the address indicated in the BBB report, demanding that they stop calling you. At the bottom of the letter, add:
CC: FTC
CC: Arizona AG
Then file a written complaints with both FTC and Arizona AG, for unsolicited telemarketing calls to a cell phone. Include copies of both your letter above, and your cell phone records, highlighting their calls.
If that is not enough, check into your private right to sue under the federal Do Not Call law, and the TSR.
