Lost Luggage

Agent at JFK airport put someone else tag on my luggage so when I arrived in Tel Aviv my luggage was not with me.  I immediately filed a complaint. They are difficult to get in touch with because they don't answer the phone.  It took 5 days to get me my luggage image being away with nothing but the clothes on your back for five days. On top of that when I received my luggage it was damaged.  I have been writing and calling regarding restitution but each time I email them they email me back requesting more information.  What more do they want they know how long it took for me to get my luggage
