I received a call from this company...the caller quoted the last 4 digits of my SSN (!!!) and asked if that information was correct...I asked him the name of his company and what kind of business he wanted to discuss with me...he said he couldn't say due to their "privacy policy" but  would discuss the matter if I would confirm the last 4 digits of my SSN...!  I told him to send a letter, but gave him NO information whatsoever...  This call came from the 509 area code.

    Probably a shakedown scam..
    Level 3 is a VoIP telecom, commonly used by call centers, but also by overseas scammers.
    The exchange you outlined is consistent with a shakedown scam, probably from overseas if they have an accent, possibly using some information they found on you.  These scams may be getting information from sleazy or fake "payday loan" sites, if you ever applied on one.

    Be aware..
    that having part or all of your SSN proves nothing at all.  FDCPA requires debt collectors to send a letter within 5 days of first contact, notifying you of the alleged debt, and of your right to dispute and request written proof.  The sleazeballs that evade this law are running fraudulent shakedown rackets.
