Products that can be ordered via Internet, and anonymously downloaded, are prime candidates for fraudulent credit card charges. They may also be used to "ping" or verify that a credit card is active, prior to running up additional fraudulent charges.
Sellers of such intangible products have no shipping address to verify that the charge is legitimate, so they just build some measure of fraud losses into their cost structure. Since the product is an intangible download, their monetary loss is small even if you catch and reverse the charge through a chargeback.
In all cases of unauthorized or fraudulent charges, immediately contact your bank to dispute the charge, and close the account or block the card number to prevent additional fraud. Your bank can reverse disputed charges if you dispute them within 60 days of the statement date of the statement showing the disputed charge.
