Avis is incapable of fulfilling their reservations and therefore has no right to be in the car renta

When I arrived with my reservation number at the E11 (68 E 11th St btwn University & Broadway, New York, NY, 10003) there was a crowd of irate customers also with reservations.
The workers said sorry we ran out of cars so go get some coffee there will be cars here in 20 mins. We came back at 30 mins and 60 mins and there were still no cars and the same other people were also there waiting. Four hours (!!) later still no car. They did not offer compensation or apologies or alternatives to anyone waiting. We gave up our plans at 4 hours and left. There were people there who's vacation plans were clearly messed up because of this.
This has happened to me before at Avis but never a four hour wait with no cars in sight.
Avis is incapable of fulfilling their reservations and therefore has no right to be in the car rental business. I assume there are no legal repercussions for their breaking the agreement/contract of a reservation. It's unfair to consumers that they are allowed to continue to operate.
I would love to see a a law that put out of business car rental companies that are incapable of fulfilling reservation promises.
They like to give the excuse that "people were supposed to return cars but they haven't". What Avis should do it factor in a reasonable buffer time and have extra cars available on summer weekends and holidays.
All car rental places work like this and it's not fair to consumers. There should be a consumer protection law against this.

I was able to rent a car at a much better rate without any issues.
It seems like the high standard of the AVIS customer service has never reach the local office in Pakistan.
