SCAMMED ME

This is supposed to be a company that offers savings at stores but I don't know its name nor did I request it's services!  When I called them they said their $44+ charge on my credit card was non-refundable!!  I have never heard of such a thing!  I never got their "Welcome " pkg that they said includes a $100 voucher nor does the website (premiumplussavings-billing.com/rewards.html) exist that I can find. Their phone number is 1-888-808-5650.   Please help me.
