Was cheated of exchange fee, membership fee and extremely bad unit

I space banked 10000 credits with RCI. I paid exchange fee and membership fee at the time spacebank. I paid money to help with finding vacation resort (ongoing search service). They never find one even a year to 2-year ahead of travel. Finally, I made a reservation to travel to a resort in Washington state. I paid another exchange fee, which I never understood. When we went to the resort, it was in such a bad state, they agreed to refund the credits. When I called to make a reservation now, they were asking me to pay for exchange fee. It was really rip-off and extorting money from members. They didn't provide any service and charged me close to $800 dollars. It is really disheartening to know that RCI is cheating people in the name of exchange.
