Making unsolicited telemarketing calls to cell phones is a violation of the TCPA, which is enforced by FTC. File a complaint with FTC.
There are a number of companies currently running this scam. They generally cold-call numbers, or mail post cards, attempting to scare people into authorizing charges for their "warranty", often deceptively claiming consumer's old warranty is about to expire, or deceptively claiming they are associated with the auto dealer or manufacturer.
If they engage in deception before the sale is even closed, I leave it to you to guess what the "warranty" is worth if you ever need it.
One cluster was located in Missouri, and the Missouri Attorney General sued them, reaching settlements recently with several. Several others are located in other states.
If you search on the phone numbers, you may find other reports on sites like www.800notes.com with consumers disclosing other information such as company name or location. That may help in funnelling complaints to the most effective state AG. Add your information to those sites so that others can do the same.
Regardless, keep filing complaints with FTC, and your cell phone provider. Recently, Verizon and ATT, to name two, have sued companies making large amounts of illegal telemarketing calls to their customers. They may be more effective than FTC in stopping this, since they have access to the records of calls.
