damaged car

I have been using car hire in Europe for over 10 years and after some bad experiences decided to stick to the main 2 rentals Europcar and Hertz who were giving less problems. I am a frequent traveller with both. This month I rented a Fiat 500 from Europcar at Pisa which had a damaged front/bonnet and number plate which were noted on the hire agreement. The car was also dirty and I should have complained then, but was tired and did not want to loose any time. Next day when I inspected more closely I found the headlight was also loose and pointing down to the road. I had also noted a noise when turning right, where the impact must have been to cause the damage. When I returned the car next day I pointed these things out to the returns attendant who agreed the car should not have been hired out in that condition. I went to the desk to obtain a receipt and raised the complaint. There was no apology and I was told it was my responsibility to point out these faults upon discovery. I pointed out that the car should not have been allowed on the road in that condition. I am sending a complaint to Europcar for their comments, with the photos I took.
