this indian guy called and said hes from online pharmacy and insisted i had a prescription and asked if i wanted to refill it over the phone, what the hell!!???

It's a scam. you already know you don't have any "prescription" with their "online pharmacy", so it's all an act. It's a "con".
They are phishing to get your cedit card or bank information. They may charge you for some "prescription", or maybe some fake "medical discount card", or maybe they will just charge your card for whatever they want.
There are numerous Indian phone scams, all pretending to be "your pharmacy" trying to confuse themselves with your actual pharmacy, or a fake "debt collector" trying to confuse themselves with some actual "payday lender", all with the same deceptive and fraudulent goal.
Just like the Nigerians, they apparently sit around and think up new "cons".
