Called 4 times in a row

I answered the first call, thinking maybe it was a local call (it was a local cell phone number). It was Jessica from Home Securities Promotions. She called 3 or 4 times in quick succession (within a couple of minutes of the first one), always spoofing a local cell phone number. How do we make this stop???
