Auto-Bot is BROKE!

Calls non-stop, it's an auto-dialer... and it's BROKEN!  It calls me and then tells me "Thank you for calling" and goes with these weird electrical statics throughout the message. It does say Jazz-er-cise - cannot make out. When message is done, has this prolonged Borg which begins loud and fades off - a pause - then someone fumbling with the receiver to disconnect the line. I tried calling this number back, but it tells me NUMBER DIALED is NO LONGER IN SERVICE.  Take it as that is a Caller ID Spoof! Already blocked number and it still calls me with that weird broken recording.
