Answer once to obtain the company name, and tell them to cease calling, to assert your rights under the Do Not Call law. Then, if they continue calling, file complaints on the FTC Do Not Call site, and contact Level 3 to report illegal use of their network for harassment in violation of the law and their terms of service.
