charge for fuel

On oct 11 I return the car rental from alamo from ontario airport to lax I stop by a gas station to fill up before return it after getting my bill I see I was charge for fuel, contact them by email and all I get is nothing like if they know this is usual in doing this, they wont credit me or give the CEO contact to email him for this matter. It seens like they dont care and are happy riping off people. this has cause me a lot of stress and put me out budget since I live on a very low income situation which if I have money well like many that has been ripoff by alamo just let it go. anyone can help me with the email for the CEO of alamo car rental
