You didn't order it, you don't owe them for it, and you don't have to return it. It is a violation of US postal regulations to send invoices for unordered merchandise through the US Mail. It is also illegal to use the US Mail or any common carrier in a fraudulent scheme. File fraud complaints with FTC, your state Attorney General, and the US Postal Inspector.
