Neighbour shopkeeper is harrasing by damaging our cloth

Hi,
This is really very critical. I have a ladies readymade garments shop and my shop is at 3rd no. in the street. I hang my cloth under my shop roof. But shopkeer of sparks shoes house is above my shop and daily they pour water into the plants. This water ruins our cloth. It harms our Jeans and cloths.
We told them many times and we also warned them not to spray water badly. But they never listened. They continously repeating this mistake.
Hardly 4-5 customers enters into our shop because of that. We supported them wherever they needed. But they dont support us. I want to know where I can complaints .
