    It's an order cramming scam..
    You have no obligation to pay for, or return, unordered merchandise.  Postal regulations prohibit sending bills for unordered merchandise through the US Mail.  It's a form of mail fraud.
    File fraud complaints with FTC, your state AG, and the US Postal Inspector.
