It's a shakedown scam. It's illegal for any "debt collector" to threaten actions they won't or can't take. They can't have you "arrested", since only a court can do that, so any "debt collector" threatening that is engaged in illegal and deceptive actions. Since they are willing to deceive, we must assume they will lie about anything, including that the money is "owed", that it's "owed by you', the alleged amount, etc.
No legitimate debt collector does this, as they would be sued. The only ones who do are so sleazy they survive by hiding their location, or they're just a couple creeps with anonymous cell phones or VoIP.
