Country: United States
I got a call at work today from a man with Indian accent stating his name is Eric Williams, Officer with Dept of Crime Prevention Investigation of New York City. He said I was a suspect in a case of defrauder. He wanted my attorney’s information and said he had an affidavit in front of him. He said "the police would be coming to my place of employment and putting me behind bars for 30 days." When I asked for the phone# there he said it was 646-461-3891 which is listed as a locksmith company in NY. I asked for an English speaking supervisor. He put on another India sounding man who said his name was Andy Smith, retribution officer. The caller ID showed the # as 052538374 which isn’t even enough #s for a telephone #. I quizzed them with many questions because they told me my social sec# and email address and home address asking me to verify that was me. I told them it might be but I wasn’t verifying anything until I understood what they were talking about. This is all because I applied online for a payday loan, but I never got the money and I never signed anything or accepted any loans. This seems to be some poor style of collections (which they broke every rule in the collection laws), or a scam.  I am reporting this call to the CRIME Prevention department in our county law enforcement, and reporting it to the news to make people aware of scams.

They sound just like these thugs.  Basically lying criminals using threats over the phone to extort money for nonexistent unowed "debts".

    https://complaintwire.org/Complaint.aspx/IDDUf49WgwDukQjMvFILqA

They are reported to have gotten access to consumer credit report data, ans are using it, including things like SSN, past addresses, or employer information, in their fraudulent con game.

You can bet all their names are phony.

"said he had an affidavit in front of him"
    Liar.

"the police would be coming to my place of employment and putting me behind bars for 30 days."
Owing debts, even real ones, isn't a crime.

"said his name was Andy Smith, retribution officer"
    Whatever that is.

    " The caller ID showed the # as 052538374 which isn’t even enough #s for a telephone #. "
They are reported to be spoofing caller id.

"they told me my social sec# and email address and home address asking me to verify that was me."
They have gotten hold of credit report data, which makes it easier to fake the appearance of some legitimate debt.  Even then, they aren't very good at it.

"This is all because I applied online for a payday loan, but I never got the money and I never signed anything or accepted any loans"
They are also reported to have gotten hold of old payday loan data, probably from some on-line payday loan company that went bust.

"This seems to be some poor style of collections (which they broke every rule in the collection laws), or a scam"
There is no loan, and they are not real debt collectors.  Still, what they are doing isn't very different from illegal acts commonly committed by other debt collectors collecting on payday loans.

" I am reporting this call to the CRIME Prevention department in our county law enforcement, and reporting it to the news to make people aware of scams."
That is the best thing you can do.  The more people know about their scam, the more calls they will have to make to find a sucker to con.

I just received the same call at work today. I also signed up for a payday loan online, through Money Mutual (after seing the commercial). ANYWAY, they were both Indian, and I could barely understand what they were talking about. They started giving me threats about me getting arrested. I got scared when they mentioned my SSN number and my address. This was a scare so they would get more information out of me. The fact of this is I got a loan online and payed it off two weeks later. I questioned them as much as I could to see what their intentions were, but with so little understanding I got almost nothing. I am going to call the payday loan company that issued me the loan and find out if they know anything about it. I am also NEVER putting my SSN online again. My suggestion is get an Identity Lock program for yourself, which is what I have done.

    I live in Missouri

They are commonly reported to have gotten access to old payday loan data.  In addition, they may have access to U.S. consumer credit and skip trace data, since there are complaints that they had SSN, address, and employer info even on people who have never applied for payday loan.

You cannot depend on some stranger having your SSN or other identity information as proof you owe some debt.  Even if you owe a debt, you cannot depend on such data as proof you owe it to some caller.

It's just a scam.  There is no "loan", no "amount owed".  It's all bogus.

The more you appear to react, the more they will just keep raising it, or toss in scary threats, based on what they think they can get out of you.

With the "Dept of Crime Prevention Investigation", you would expect that at least it would be a call from Columbo, or Joe Friday, or maybe Batman.

These business is going in india in many states. They are collecting funds from the U.S. people and force them to make a payment. They do hve a script as below................
This is ============ and i have you listed as the primary suspect on a case file which is going to be downloaded in your county court for further legal actions. The nature of my call is to ascertain your attorney's information so tht i can be able to fax the affidavits to your attorney before file ing the case against you.......
They give three false allegations . They do hve to information of the people of US with SSN,ADDRESS,BANK name and ACC, PHN NO, WORK NO, AND REFERENCE NUMBER. I kindly request you all to stop paying the payments cause u hve no loans pending and they are earning in rupees...................................................................... Indian is great and one of the best country but there are some people who are doing this to earn a lots of money and the US payday loan sites should stop giving "LEADS" (they are giving personal informations of the people in india who are applying for the loan in united states so in india it is easy to earn money sitting and dialing and collecting money from U.S. people) to india.

I had the same guys call me. They continued calling three hours a day every 5 minutes for about two weeks. If I hung up on them they would call back a immediately. They would also leave threatening messages on my voicemail.

OMG, I received this type of call today: 12/1/2010-- the mans name was Jimmy Gilchrist phone # 347-273-6028  and he gave me a cause # TFI-175200ST  and told me I had to pay today or they were coming out to my place of employment, I told him my husband just died and I closed my checking account and dont own a debit or credit card; he told me to get a Walmart debit card today= and call him tomorrow w/the information.  He said he was putting our call on an affidavit; that he would take payments because he sympathized with me and my situation.  He asked me to fax him over my TDL /which I did.  But, he can't do anything with that, but now they have my picture and address.  Now what?  How scarey, today after work I called the number back and told them I called the NYPolice dept regarding his department, (which I didn't) but told them I was not going to pay anything that they better now call me at work anymore.  I will be filing a complaint as well.  Hope they catch these guys.  I put the phone number in search numbers and it came up unknown, that's why I called them back to scam them and tell them they were scammers.  Besides, I know enough that you have to have a notary public sign an affidavit to be valid.  The mere gal of these people.

"he told me to get a Walmart debit card today= and call him tomorrow w/the information"
They have to get the money out of the country somehow.

"he was putting our call on an affidavit;"
So what.  They often use quasi-legal gibberish to make their threats sound credible.

"he would take payments because he sympathized with me and my situation"
Isn't that nice of him.  He's still a liar and a crook.

"He asked me to fax him over my TDL /which I did."
You know better now.  This group appears to do that to use in later threats.  Ignore all threats, they are a bunch of liars.

"now they have my picture and address"
These scammers are usually reported to have Indian accents, and to be calling from overseas.  They are not coming to the U.S. to collect some fake "payday loan".

"I will be filing a complaint as well.  Hope they catch these guys. "
File complaints with FBI, NYPD, and your local PD.  Not likely they will do anything, since these scammers are overseas, but it will confirm that they are crooks, which is what you must know to not be conned.

"I put the phone number in search numbers and it came up unknown, "
They typically use their numbers for only a month or two, then change them to hide their trail.  Legitimate debt collectors, even abusive ones, typically have months to years of complaints tied to their numbers on 800notes.com.

"Besides, I know enough that you have to have a notary public sign an affidavit to be valid.  "
Doesn't matter what "document" they produce, it would mean nothing.  There is one complant that they faxed some "document" supposedly from the "United States Supreme Court" (obviously phony, they deal with appeals of constitutional issues, not debt collection of payday loans, and you couldn't get an order from them on such an issue in a couple days if you were God).

Here we go again.  Now a KEVIN MILLS from 760-582-0313 called me at work again today.  I told him to leave me alone and not call my place of employment.  I am not falling for this again.  He said he had a lawsuit on me and my SS#, I told him, I didn't care.!  I know they are scammers.

Just had the same scam attempted on me.  Same scenario -- I attempted to get a payday loan through Money Mutual the Montel Williams backed commercial.  Loan got denied.  Several months later a $39.99 check was electronically drafted from my account. I never authorized this.  There was a phone number on the electronic check so I called it and ranted and raved that I never authorized that transaction.  They said they would close the account and refund my money.  The money was never refunded.  One month later another check for $50 was electronically drafted from my account from a completely different company.  Our bank graciously refunded both amount, closed the account and reopened another.  Then the Department of Crime Prevention scammers called and threatened prison etc...  What a scam!  I hope the FBI, Secret Service, or someone can bust these criminals!  And yes, I was stupid.  Never again will I pass information like that online.  But it was Montel Williams  :)

I got the same message today from Jennifer Williams with the Dept of Crime Prevention.  I told her I couldn't speak because I was at work and she gave me her #760-920-6079 to call her back.  I asked her what this was in regards to and she said a loan.  I asked her to email me the info and she said she could not.  All along I knew this was a scam and I'm playing their game now.  I called the # back, of course with my caller ID blocked, and it rang for about 10 times and then an india speaking man answered with a mumble and hung up.  Beware of these people.

I've been getting calls from these a@@ clowns for the past three months. Ugh! It's always about a payday loan that they deposited in my account by accident and then when they tried to retrieve it back it I denied it. Whatever! I can't block the number because it comes up as 0000 and Verizon does not recognize that as a valid number. I have call block on my phone for unknown numbers, but apparently that doesn't cover unknown names. It's more frustrating than anything. I'd turn the phone off, but I would hate to miss important calls.

    A furious person
I think we all need to ban together and post all the numbers they call on and keep calling as a group to block up the lines. It blows my mind, I get a new fake loan call each week....I can quote this now.
