Stainless Steel Rusting/ Not freezing properly

This refrigerator was delivered on May 26, 2017.  It has rust spots that won't come out and stains that will not come out also.  It does not freeze or cool as it should.  It was set at the factory and I never touched the controls.  I need a service technician to come and inspect this refrigerator.  I am so displeased with it that I would like to return it.
