HSBC will not resolve dispute customer left on her own to resolve

I have been trying to dispute chargeson my HSBC account since May. Today I just has a block put on my card, but I plan to close this account entirely. Two companies CREDITSCOREMO and QUICKCREDITSC have been debiting my acccount for various amounts such as 31.33, 31.74 and so forth. The debits are usually doubled on the same day. I wish I had realized this alot sooner, however I expected HSBC to resolve it. Apparently, since these companies are using my card number HSBC reports that they are unable to dispute the transactions. They have provided me phone numbers to contact the companies which do not work. It's clear that these are fraudulent charges and yet HSBC will not do anything about it. These companies have taken almost $200 from my account. The phone numbers given by HSBC for these companies are 8448461670 and 8450261094. HSBC did attempt to contact the companies but still no success. I will not stop until I am refunded my hard earned dollars, but I must admit this has become pain!!!

Your notice to them occurred whenever you first notified them, whether via phone, in person, in writing, etc, and even if you had mailed them notice, constructive notice would have been on the day your letter hit the mail system.
Immediately follow up with a written dispute sent to the dispute address from your bank statement, mailed certified, notifying them that the charges are fraudulent, and that you contacted them on mm-dd-yyyy by <however>, spoke to <whoever> and notified them of that. Demand that they reverse the charges and return your money.
Under FRB Reg. E, they are required to accept disputes filed timely, within 60 days of the statement date of the statement showing the disputed charges. Although there are short timewindows for reporting lost debit cards, if your card remained in your possession, and the charges were made without using it, then the longer 60 day FRB Reg. E dispute period applies.
By the way, there has been a small epidemic of fraudulent credit site charges, as id thieves have found that they can use stolen card numbers steal credit reports on other people from these sites. The pattern of charges may include several separate monthly charges, like here, since one they figure out the card number and associated exp. date, they may use it several times to steal credit reports.
If you have further problems, file a complaint with the Office of the Comptroller of the Currency, and also with the new Consumer Financial Protection Bureau. Include in your complaint the date you originally notified HSBC that the charges were unauthorized and fraudulent, and their response and refusal to either correctly handle the dispute or to block the card number to prevent further fraud.
