I know Michelle this is crazy! We have enough struggles in life and this is the last thing we need to deal with. What attorney uses a Hotmail account to send emails? Wouldn't you think they would have some sort of attorney firm as an address - one that we can trace and look-up? I am so confused, frustrated, and tired of this mess. Hopefully these people will get stopped!

Not only can legitimate business be conducted across borders, but scams can make use of the Internet, email, cheap and anonymous VoIP, and anonymous transfer of money.

I just received the same email today.  I requested proof of this debt and have not heard anything yet.  I did research and the FTC does not exist as Stuart had said in the above comment, also there is no Bureau of Defaulters.  I would think that an attorney of all people would know proper English, the wording in the email was off.
