I have been charged 21.95 for at least the past 8 months for something that I have nt used and just recieved information on yesterday. Tried to call the number that says to cancel and can't get anyone on th phone. When I called about these charges around the 3rd of this month I told them then that I didn't have this account and I wanted it cancelled. Now I want to talk to someone to make sure that it is cancelled and I want my money back for the past 8 months.

Their whole "business" is faking an excuse for stealing money.
Contact your bank immediately to dispute the charges as fraudulent, and shut down your account or block your card number to prevent further fraud. That should get you back 2 to 3 months of charges, under FRB Reg. E or FCBA.
For the rest, file a fraud and theft complaint with your state AG.
