robocalls for someone not here

constant robocalls from this company for someone unknown.  I have had this phone number for nearly 10 years.  Politely requested the company cease calling and their response was: "we call only people who owe us money" and a quick hang-up

Seems like a violation of both the Fair Debt Collection Practices Act and the Do-Not-Call registry

    What phone number?

    They wouldn't be covered by Do Not Call, unless they tried to sell you something.  They might be covered by TCPA if they called your cell phone.

    They would be covered by FDCPA if they are collecting debts in default originally owed to another company.  

    They would be in violation if they engaged in harassment, used abusive language, used deception to attempt to collect a debt, failed to honor your request that they cease calling you, etc.

    Check mail for a letter from a collection agency, if none arrive get the name of the company calling and send a cert letter stating the facts and to cease and desist with the calls. it is 1 grand for each violation of fdca so keep a phone log after they sign for letter it is a pain in the butt unfortunately that is what it takes, if you ignore them they may violate law and get a judgment against you without your knowledge.
