The first 4 digits designate whether it is VISA or Mastercard (or other, like Discover), and what bank. Tables of these numbers for many of the larger banks can be found on-line, so they are no secret. They can just guess a large bank, send out a million text messages, and wait for the suckers who think their card was "locked", which is a bunch of BS. It doesn't matter for this scam whether a lot of the numbers are wrong, since they only have to con those where the digits match into disclosing the remaining digits.
The phone number is probably a VoIP number, which are commonly used by overseas scammers. They can have any area code they want, to appear to be in the U.S. In these scams, it is common to set up a phony automated system to fool people into entering their card numbers (and probably expriation date and CCV number), as part of "verifying" the sucker.
NEVER respond to any call, voicemail, email, or text message using the contact information in the message, whether it is a link or a phone number. Anytime you want to contact your own bank, always use a phone number from either your statement or the back of your card. If the call was legitimate, your bank will be able to direct you to whatever department contacted you through a call to one of their verifiable contact numbers.
