I keep receiving phone calls from 213-228-8111 and the annoying thing is no one is ever there.  sometimes the calls come every 15 minutes and I just want it to stop or at least have the common courtesy to be available.

    213-228-8111 is identified as "GlobalReachInt", probably the most commonly reported violator of the Do Not Call list on this site.  They appear to be promoting some sort of "government grant" scam.

    Put your number on the Do Not Call list, and start filing complaints with FTC.

    Many complaints indicate repeated calls per day with no one there.

    Get one of the boxes you can insert in your phone line to block autodialed calls, to reduce the harassment.
