i am a credit card holder of citibank...may i request to call me someone officer who take in charge in fraud management unit...because i was very dissapointed from their decission that they did not accomodate my dispute letter for a FRAUD CASE that obviously, it is the bank's fault, someone who called them, to change all information (office phone and addres,home phone and home address,office name)(it seems  so easy to change information from your bank, which for all i know your customers account should be under your control for protection) on my account then suddenly without verification on my part (the real card holder) they accepted the fake person to changed all information on my account...and the fake person delivered the bank a new card...and succeed to illegal purchased...for which i am innocent with what was going on...when im going to purchased one time my credit card dishonored the merchant...suddenly i called the citibank agent to ask...then i've known them the story..i am questioning the citibank why they want me to give liable for these..for it is their negligence to released the card to the fake person.Regarding to your responsed from my dispute letter the bank did not accomodate my letter their reason is im not reported the case within 30 days after the statement balance which is not true, after i've known that theres something wrong i called me immediately...and please dont find a thing and reason to make me liable for your mistakes in these case, i think citibank you've been very unfair and unjust to your decission..im begging someone to call me up and i can answer all you want to ask from me.. and im begging to review and make further research in these case, i can prove to you i am not liable for these..be fair please..you dont even ask me when you conducted an investigation, i am waiting for so long for all the question you want to ask...my cash back citibank credit card no.5520977000830942. i hope for the immediate reply...thanks.

    What you are describing is known as account takeover identity theft and fraud.

    Under recent FRB rules, banks are now required to maintain reasonable systems to red flag and detect suspicious activity, such as a change of address, and to take actions to prevent takeover fraud, such as mailing a notification of any account change to the last known address.

    Immediately send Citibank notice of the fraud and account takeover, mailed certified return receipt requested, to their dispute address from your statement.  Include in your fraud dispute the date on which you first contacted and notified them of your suspicions of the account fraud or takeover, how you contacted them and any other information you have on that contact.  You want to establish that your first notification to them was timely, and that therefore they have an obligation under federal law to reverse the fraudulent charges.  

    You also want that dispute mailed certified for proof of your date of mailing, since if you fail to establish that you notified them earlier, you may be able to establish that this dispute is still timely (or that their admitted receipt of your dispute is timely) if their "30 day dispute period" is erroneous.

    In addition, contact your local police to file an id theft and fraud report, then get a copy of the police report.  When you get it, send a copy to back up your fraud and theft dispute, in case their rejection of your dispute is not on the basis of timely, but that you haven't substantiated your fraud claim.  Your police report should have the same weight as a signed fraud affidavit, as there are penalties for filing false police reports similar to the penalties for perjury on an affidavit.

    In addition, contact the Office of the Comptroller of the Currency, to file a dispute against Citibank.
    It may be that your original notification to them was timely, or that the 30 day dispute period they are claiming is not legally valid.  FCBA normally allows charges to be disputed within 60 days of the statement date of the statement showing the disputed charges, so they may be brushing you off with an erroneous dispute period not in compliance with federal law, to push their loss back onto you.

    If there is a substantial amount of money at stake, you may wish to run this by a consumer attorney, for a second opinion as to whether you were still within the federal dispute period despite Citi's claim, or to check that Citi isn't feeding you a line of BS to it'sown advantage.  You may be able to sue to recover your losses, but if they blew it and messed up your dispute, you are more likely to get a quick settlement if you approach them through an attorney.

    I just noticed that you are in the Philipines.  

    If you are a US citizen or resident with a card obtained in the US, and who happens to be visiting or traveling in the Philipines, US law would probably apply.
    If you are a Philipines citizen, their laws may be different than US law.

    I Rakesh Pokhariyal presently residing at B-87 / 4 / S-1, Dilshad Colony, Delhi – 110095, bearing Citibank Credit Card No. 5546 XXXX XXXX 4003, had suffered great headache of fraudulent transactions, which occurred on 07.07.2012 & 08.07.2012. Sir, I have received a phone call from the no. +917631565308 on 07.07.2012 at 03.18PM. The caller told me that he is from Citibank & credit card no. 5546XXXXXXXX4003 was blocked by me,  if you want to activate your card please verify some details i.e. Address, Date of birth etc. During this time (03.24PM) I received a message from LM-Citibk, the caller asked me have you got a message, He requested me that   what is the message?
    After talking up to 11.30 minute he told me that after 24 hours your card will be activate.  On 8.07.2012 after 24 hours I have checked my credit card at Reliance fresh for purchasing of Rs. 162.32. My card was working.
    on 10.07.2012 at 12.20 PM I received a call from Citibank Chennai +914428542361 that some purchasing have been done by my card. After that I contacted Citibank Customer care No. 0124-2542484 and ask the representative that what is the reality? One call I have received  on 07.07.2012 and other call on 10.07.2012 both are calling from Citibank. They have confirm me that the call which come on 07.07.2012 that is fraud call. This month I have done only 2 transaction i.e Rs. 559.42 for Bharti Airtel & Rs.162.32 for Reliance fresh only and the same amount of Rs. 721.29 paid by me to Citibank on dated 24.07.2012 as per my record.
    Citibank official / investigation team  representative came to my office on 13th, July 2012, on his advice I handed over my original credit card after tearing up to four pieces and also filled “Card Member Declaration Form” (photocopy enclosed). As per detail given by Citibank representative, I found that someone (I don’t know who) used my Credit card to make online purchase for Rs. 130958.00 during the period from 07.07.2012 to 08.07.2012.  After 10/07.2012 Citibank is handling everything & some amount of Rs. 73633.00 credit is reflecting in my account. Why Citibank not done action about rest of amount Rs. 57325.00.  I hope that Citibank employee was also involve in this scam. This amount of Rs. 57325.00 is disputed and urged and retrievals. Having no concern of any type with these merchant i.e IRCTC, CINEPOLIS & SHOPONL / BIGSHOEBAZAR/YEBHI.CO. Sir, I wanted to inform you that I have filed a written complaint with the Police Authorities at Police Station Seemapuri, North-East Distt. Delhi on dated 14.07.2012 DD No. 20(B). A photocopy of the duly acknowledged complaint is enclosed for your kind perusal. In this connection I contact the IO to know the status of this case on 03.08.2012, he is helpless and advise me to register the complain at the office of The Joint  CP, Delhi Police’s Economic Offence Wing, Mandir Marg Police Station Complex, New Delhi – 110001. I have filed the complain No. D-6217 dated 06.08.2012 at Office of Joint CP, EOW, New Delhi (photocopy enclosed).  
    I am totally in full stress.
