It's reported to be an "id theft protection" cramming scam associated with "free credit report" services that revert to monthly fees via "negative option" terms. They pass off consumer account information to this, and possibly other companies, who then start billilng monthly for "services" consumers allegedly "agreed" to. . Complaints have been showing up connected to fraudulent Experian credit card charges apparently originating with id thieves who are using stolen credit card numbers to buy credit reports.
A story on Red Tape Chronicles reported these credit reports are being traded on various black market sites, including some tied to Russian or eastern block locations.
If you didn't order it, then the charges are fraudulent.
File a fraud dispute through your bank, and close the account or block the card number to prevent additional fraud. Your bank can reverse charges if you dispute promptly, within 60 days of the statement date of the statement showing the disputed charge, under FRB Reg. E or FCBA.
