Got the letter today from ACA Recovery said it was a unline order from my 72 year old mother who has never even turned a computer on. The bill is for 650.95 and I was told it was from a unline order in 2009. I readily told them where they could stick it and will throw the letter away. Waste of my time but at least the US Government made some money out of mailing it, Here are the Phone numbers that they are using now if it will help anyone else. 800 356 3713- 800 356 3713 I think their Fax number is 201 670 8272 ,

Typically, they hunt around for information on businesses online, on other yellow pages sites, and pretend those businesses "agreed" to their services, then call "to verify your information", record the call and doctor it to sound like some "authorization", then send fraudulent bills and threaten them with "collection" or a "lawsuit". They also sometimes dig up employee names on companies, and run the same billing fraud using those names, who in many cases haven't worked for the company in years. They are a bunch of liars.
File fraud complaints with FTC, your state AG, and the New Jersey AG.
File a mail fraud complaint with the US Postal Inspector.
If they are harassing your mother, file an elder abuse and fraud attempt complaint with your local police or District Attorney, and with the New Jersey Attorney General.
