Constant Fake calls to "lo rate"wer my interest

I have  registered with the "Do not Call" list.  Yet they continue to call me several times a week offering to lower the rate on my credit cards even though I don't have any credit cards.  I have told them numerous times to stop calling me.  Whenever I ask them what the name of their company is they lie.  So now I ask them for the name, address and telephone number of their company.  They immediately hang up the phone.
