Is this the "lower your interest rates" scam? What phone numbers?

Same exact issue as another "Kathy" here this year. Exactly--I did the same thing she did and had the exact same experience. The number was 510-958-4851, "Card member Services from Atlanta, GA" and following the Do Not Call List (DNC) they stated they do not care and will call who ever they want. Watch out for them.
