Anything "ACS" is just a bunch of fake swindlers from India. Ignore them, unless you want to go to India and try to track them down.
If you have the calling number, you might, however, contact the various VoIP telecoms, and see if this is one of their "clients". Level 3, Vitelity, Paetec, Broadcom, Winstar, etc. You might get the number shut off.
Or just keep calling them and harassing them back. Their numbers typically go both ways, although they change them every couple months.
