Continuous unsolicited calls from varied numbers

Just like others, I have also received these calls as many as 3 times a day for at least one year.  We have a phone for emergency purposes, but if the phone companies don't start coming up with a solution to blocking these calls by taking on the FTC with us, then they will be losing my business.  I will be shutting down my phone service.  I can't do this alone....need the phone companies to get on board with us.  They should invent some kind of reverse block that allows us to block ALL numbers except those we specify--instead of asking us to name specific numbers to block (which is impossible in this case).
