Repeated unwanted calls

I get two or three of these calls a week! A few times, I have stayed on long enough to push 1 to speak to a live person. As soon as I begin to tell them that my number is on the Do Not Call Registry, they hang up on me! The numbers on the Caller ID display are bogus and always disconnected.
Today, I got two calls from these people. This time it was, "Ann from Credit Card Services." (Usually, it's Rachel or Samantha.) Today, there was no number to display.
I have reported these calls repeatedly, but without a legitimate call-back number, how can they be tracked down?
