without request Mobile and sim activate

mobile no.9740856837 has been activated with out my request.I have sent two sms on 25/08/2016 to deactivate the mobile no. and sim but  again and again activate  the product.If the mobile no. and sim no. misused by any bed element ,then the comp.is fully responsible .I also send complaint to Central. Govt. portal
