RESERVATION IN PROMOTION SCHEME REBATE ONLY MAKE FOR SC/ST, NOT PH

I am a physical handicap person (40 % OH disability) and working in Central Government Department, but our office does not give the reservation into promotion scheme rebate 5% only for SC/ST, as like house accommodation allotment. I am ask lots of time but they neglect me, and PWD right is not follow.
So in this condition what to do?
