You wouldn't want to talk to them if they hadn't hung up.

They are running a "government grant" scam, and have many complaints of Do Not Call violations.

I knew this was telemarketing scam and so I labeled the call so when they called again I would know it was them.  When they called again I "yanked" them around to waste their time.  They want find people interested in collecting government loans and they are soliciting the small postage fee as part of the scam.  Next time they call, play the game and waste as much of their time as possible.  Their call-outs cost money as they use a call center in India.  So agree to everything and be pleasant.  Then when they ask for money just say you will pay nothing....believe they will hang up and never call again because it is too expensive.

THEY CALLED TO MY HOUSE TWICE AND OFFERED ME A PACKAGE FROM GOVERNMENT THAT I AM QUALIFY FOR A GRANT AND THEY ASKED FOR MY CREDIT CARD NUMBERS TO CHARGE FOR A SHIPPING FEE $3.. I TOLD THEM THAT CAN I WRITE THEM A CHECK AND THEY SAID THEY ONLY ACCEPT CREDIT CARD NUMBERS ONLY..I KIND OF SUSPECTED, ITS TOO GOOD TO BE TRUE SO I TOLD THEM TO CALL BACK TODAY (09/11/2008) THEN I NEVER PICK UP THEIR CALLS AGAIN. I WENT ON LINE TO CHECK THEIR BUSINESS NAME AND HERE I AM, SHARING THIS MESSAGE TO YOU GUYS...BE AWARE...

Note the reference to asking for a "small postage fee".  This fits the pattern of many scams built on an "initial trial" offer, set up to get billing information up front for some small excuse such as "shipping and handling".

This is generally followed by much larger charges later that continue until the consumer closes the account.  In this type of scam, the meerchant claims the consumer "agreed" to a "membership" or some "service" paid monthly, while consumers generally report no such terms were ever disclosed.
