Repeated phone calls reporting 2 million dollars you have won

For numerous weeks, I have been receiving phone calls, several daily, from this number along with another number from Kingston, Jam.  Most calls have been from a man who uses various names ( also a woman on one occasion).  I told him I wasn't interested.  I now hang up or let answer machine pick up.  My wife had him call and he identified himself as John Brown.  Her reply to him was that she was Betsy Ross and she had an antique flag that she wanted to sell to him for 3 million.  He used the "f" word repeatedly and hung up.    We have also purchased a whistle to blow when we pick up the phone.  It seems like there should be something that this country could do to eliminate these scam artists and that people should not have to resort to having their phone numbers changed.
