charged for but never recieved

I ordered a Chefs choice electric knife sharpener from them. The price was very good and availability was "in stock 24 hour shipment". I used a paypal account which the use at the site. they chsrged my paypal account immediately and after 4 weeks i still did not have the item. since they do not list any phone number and only use email for communication i have sent and recieved 4 emails regarding this. they say my oder is cancelled and my account will be credited. that was another 4 weeks ago and to date no credit back to paypal. looks to me that they are just out and out scam artists.
does anyone know an address or phone number for these bums???
