Usually this company is reported to get consumer account information from other on-line merchants through deceptive advertising.

Since you did NOT provide your account number for this charge, you would dispute this charge as fraudulent to your bank, rather than handling it as some "merchant billing error".  You have already contacted your bank, which under FRB Reg. E, put them on notice that the charge was fraudulent.  It does not sound, however, like they are handling the charge appropriately to protect your interests and get your money bank.

Contact your bank again by phone to notify them that the charge is fraudulent, you are requesting that it be reversed due to fraud, and that you are requesting that the card number be blocked due to fraud since the card number has been compromised.  If this is being charged directly to your checking account without use of an intermediate check or debit card, you may have to close your checking account to prevent additional future fraud.

You might also be wise to file a police complaint for credit or debit card fraud, as it may be that someone has gotten hold of your card number at some point where you did use it, and may have used it for an on-line fraudulent purchase transaction, resulting in this second order fraudulent charge.

To make sure you establish that your bank has received timely notice, also send a WRITTEN dispute to your bank to the dispute address from your statement, certified return receipt requested so you have record of their receipt, stating the same, including in your letter the date you first called your bank to first notify them of the fraud.  To invoke your rights under FRB Reg. E, you want to make sure your bank has received a WRITTEN DISPUTE notice, and that they get it in under 60 days from the statement date of the statement showing the disputed charge.
