Oh, yeah! That makes them legitimate.
I called the number, was put on hold, then transferred to "customer service". When I attempted to ask "customer service for WHO?", they hung up.

    "The Billing Resource" appears to be related to "Integretel".  Both located in San Jose, both allegedly started in 1988, similar business (billing aggregators who submit charges to phone companies (LECs)), and virtually identical services and webpages:

    In its complaint, the FTC alleged that although VIL’s bills, which were mailed by the Integretel defendants, deceptively represented that the calls reconnecting consumers’ modems to the Internet terminated in Madagascar, in fact they were “short-stopped” in London or some other location. Thus, line subscribers were charged the rates to Madagascar at $3.99 per minute, compared to about $.08 per minute to London.

    According to the Commission, the Integretel defendants, working on behalf of VIL, mailed consumers bills based solely upon the automatic number identification (ANI) of the telephones that connected to the Web sites operated by VIL’s clients. The invoices included a toll-free number, which was answered by contractors of the Integretel defendants, that consumers could call if they had questions about the charges. After receiving the VIL bills, thousands of consumers flooded Integretel’s call center with complaints. The FTC contends that even though in many cases the Integretel defendants knew that the line subscribers denied authorizing the charges, they told them that all of the charges were valid and had to be paid. An Integretel representative conveyed this information to consumers, who were placed on hold while waiting to speak with the representative.

    Based on this conduct, the FTC charged the Integretel defendants with: 1) billing line subscribers whose computer modems and telephones may have been used to access Internet Web sites by using the VIL defendants’ dialing program, but who themselves did not access the sites; 2) misrepresenting to line subscribers that they were legally obligated to pay for that access,
    whether or not the line subscriber actually accessed the sites; and 3) misrepresenting on billing statements that calls for which the line subscribers were billed terminated in Madagascar, while they actually were short-stopped in London.

    I am slowly defecting from this scan company and trying to get another job. THis company records conversations with clients, records unlawfully, that is without your permission to record your voice conversation and tie you into either a 49.95 or 99.95 monthly charge..

    I got a call from this number saying he was "updating information"  I gave him our address and he claimed that it was a billing address and I now have a 30-day trial. He claimed that I have to cancel the service. I told him repeatedly that I dont want anything and he became aggressive, I hung up on him.  So, now I wonder if he will bill me and try to make me responsible for something I never agreed to!

    I see all this complaints but nothing has happened to them other than thier bank accounts growing every year

    This is all I could find on them they are liars the people that work there are liars this Mark Cave belongs in prison. The page they set up for me contains nothing but my company name how is anyone going to search for my service if they dont even know what it is. I tried to log on to the site to add info and the site does not even work. I could not even bring up the blank page today. I was told by some woman when I called that the system was down so they could not cancel I called right back got a hold of a guy named George and he claims he was working on it to cancel as soon as I told him I was recording his call he hung up on me. They are liars and cheats. As far as I can tell no one even knows that place exists so it is also a lie if you say it increased your profits , in fact just by reading your post I can tell you are lying do you work for them? if you do I hope you rot in hell with them for stealing from hard working people

    Does anyone know how I can file a federal complaint against these dolts for harassment via telephone communications? They called me three times on 1/5/2009 within a 6 hour period. I was in my office for the second call, not the other two. The first and third calls were answered by my machine, but they left no messages. The call I answered, I was hung up on by some foreign-speaking individual. I called these people on Monday and threatened to turn them in to the feds if they called me just one more time. They called again Tuesday, the 6th. I called them back and reminded them *NEVER* to call again. They called me a *THIRD* day in a row, today. They even sent me an invoice via USPS and I *NEVER* ordered anything from them! I've had it!
