UNSOLICITED CALL

My dnc landline # was called 4/30/18 at 9:44 am, leaving short message by oldish sounding man in asian, id showed as chinese embassy . I returned/redialed call at 10:15, youngish sounding man answered in asian when i said hello in english he responded in excellent english. When i asked who was calling me  he said he did not call nor was he the embassy . When i told him # showing up on my phone as 202-495-2149 he indicated his # was 202-8**-****. This call must be i think called spoofed????
